Background
The Ministry of Labour and Vocational Training (MLVT) organised a nationwide 2026 outreach campaign through provincial labour and vocational training departments and provincial authorities to prevent child labour and promote working conditions for young employees in Kampong Thom, Siem Reap and Oddar Meanchey. The campaign targeted brick-kiln manufacturing and agro-industrial enterprises and encouraged participation from employers, local authorities and community stakeholders.
The ministry explicitly framed its messaging around the national Labour Law and International Labour Organization (ILO) conventions related to child labour and associated guidance instruments. The MLVT also urged employers to register employees in B.ស.ស. and to use the ministry’s automated employer-registration system (LACMS) for compliance and data reporting.
Key Developments
Provincial labour departments conducted on-site promotion and awareness sessions at production sites in the targeted provinces. MLVT public communications encouraged reporting of suspected child-labour cases through Hotline 1297 or 1286 and through anonymous complaint boxes, and it called on communities and employer groups to identify and eliminate severe forms of child labour.
Institutional Role
MLVT implemented the campaign in coordination with provincial labour and vocational training offices and provincial authorities, positioning provincial offices as primary conduits for outreach to enterprises and communities. The ministry promoted LACMS as the central automated channel for employer registration and data capture, and it asked employer communities to maintain membership records in B.ស.ស.
Operational Implications
Employers in brick-kiln and agro-industrial sectors were asked to register in LACMS and to register employees in B.ស.ស., as part of MLVT’s campaign measures to increase oversight and worker coverage. Workers and community members in the targeted provinces were provided with hotline numbers (1297, 1286) and anonymous complaint options to report suspected use of child labour for timely referral to provincial authorities.
