Background
On 20 May 2026 the Ministry of Civil Service convened a national workshop titled “Preparing the Recruitment Strategy for Public Administration 2026–2030,” chaired by State Secretary Yuk Bunna and attended by more than 30 representatives from reform directorates, national institutions, and international agencies. The Ministry of Civil Service is leading preparation of a national recruitment strategy for public administration for 2026–2030.
The proposed strategy frames objectives to establish selection standards that ensure appointed officials possess defined competencies, professional skills, and clear specializations, and to align workforce planning and capacity-building across national and subnational agencies. The strategy also intends to attract qualified graduates and specialists into public service and to strengthen institutions responsible for civil service training and career development.
Key Developments
The workshop produced structured inputs on three priority topics: (1) problem identification and current recruitment challenges; (2) a SWOT analysis focused on personnel management and the existing selection system; and (3) strategic measures and directional proposals for the 2026–2030 period. Participants were encouraged to provide candid evidence, best-practice examples, and operational recommendations to inform the drafting process.
Institutional Role
The implementing subcommittee of the civil service commission (អនុគណៈកម្មាធិការប្រតិបត្តិនៃ គ.វ.រ) will consolidate workshop inputs as the basis for a working-group draft of the recruitment strategy. Senior leadership from the Ministry and reform directorates participated to ensure contributions reflect both national policy priorities and agency-level operational constraints.
Operational Implications
The workshop outputs are designed to guide harmonisation of selection procedures, strengthen training and retention measures for civil servants on both national and subnational levels, and to inform measurable actions for the 2026–2030 period. Agencies involved in recruitment and workforce planning are expected to use the strategy’s directions when finalising selection criteria and capacity-development priorities.
