Cambodia e-Parliament Governance: National Assembly Advances Digital Parliamentary Infrastructure

Background

The National Assembly convened a preparatory meeting at the Assembly building on 14 October 2026 to review arrangements for a consultative seminar on e-Parliament development led by Deputy Secretary General Dr. Keo Pised and attended by directorate heads, deputy directors and other officials. Deputy Secretary General Dr. Keo Pised led the meeting to assess the seminar program and the progress of preparatory work.

A consultative seminar on the development of an electronic parliament (e-Parliament) is scheduled for the morning of 19 October 2026 and will be opened by National Assembly President Khuon Sodary with participation from more than 100 members of parliament. Agenda items announced for the seminar include presentations on legal and ethical frameworks for e-parliamentary procedures, the National Assembly mobile application (NAC Apps), and the Assembly’s new website, alongside experience-sharing from the Inter-Parliamentary Union (IPU) and the French Parliament.

Key Developments

Meeting participants reviewed the seminar agenda, examined outputs delivered to date, and prepared follow-up plans to ensure the consultative seminar proceeds smoothly and with high operational efficiency. The preparatory session emphasized coordination across directorates and the need to integrate technical demonstrations—such as the NAC Apps and the new website—into the seminar schedule.

Institutional Role

The National Assembly is organizing the consultative seminar as part of an institutional effort to consolidate digital parliamentary services and internal procedures. The President of the National Assembly will open the seminar, while senior Assembly secretariat officials will present progress reports and welcome remarks to participating members and stakeholders.

Operational Implications

The seminar will include technical and policy-focused presentations that are intended to inform subsequent operational planning for e-Parliament features, including mobile access and the public parliamentary website. International peer inputs from the IPU and the French Parliament are scheduled to provide comparative perspectives on implementing parliamentary digital tools and related legal-ethical considerations.
