Background
The Accounting and Auditing Regulator of the Non‑Bank Financial Services Authority organized a dissemination workshop on 19 May 2026 at Build Bright University, Siem Reap campus, to present obligations under the Law on Accounting and Auditing and related provisions. The event was presided over by Mr. Ly Kosal, Director of the Legal Affairs and Compliance Department representing Director General Bou Tharin, and involved regulator officials, representatives of the Kampuchea Institute of Certified Public Accountants and Auditors, university faculty, and approximately 200 students.
The workshop addressed the Law on Accounting and Auditing and related regulations, an overview of accounting standards, the accounting and auditing profession in Cambodia, and the Cambodia Certified Public Accountant program. The Accounting and Auditing Regulator has established a Compliance Enhancement Project aimed at achieving the strategic development goal for the accounting and auditing sector in Cambodia for 2025–2035 of a strong, transparent, and reliable accounting and auditing system.
Scope of Application
The workshop and associated Compliance Enhancement Project target multiple audiences, including university professors and students, financial managers and accountants in enterprises, staff of accounting firms and auditing practices, and personnel from non‑profit organizations. Participation was specifically encouraged for graduates who have completed a bachelor’s degree in accounting or related fields as potential trainees in the regulator’s training courses.
Key Provisions or Decisions
Topics presented at the workshop included: the Law on Accounting and Auditing and its related sub‑regulations; an overview of national accounting standards; the structure and roles within the accounting and auditing profession in Cambodia; and the Cambodia Certified Public Accountant curriculum. The regulator described the Compliance Enhancement Project as a task force–based initiative focused on promoting compliance, building practical implementation capacity, and delivering training modules for practitioners and recent graduates.
Implications for Investors, Businesses, or Compliance
Businesses and accounting firms operating in Cambodia can expect the regulator’s outreach and training efforts to emphasize practical application of the Law on Accounting and Auditing and relevant standards for financial reporting and audit work. The Compliance Enhancement Project is structured to strengthen implementation capacity among corporate finance managers and accounting personnel, which may influence future expectations for compliance and professional competence in audited financial statements.
