Cambodia Local Governance Regulation: Senate Reviews Commune and Sangkat Administrative Management Draft

Background

The Permanent Committee of the Senate conducts preliminary review and coordination of legislative proposals before they are scheduled for wider committee study or plenary consideration. Permanent Committee reviews can address proposals submitted by the National Assembly or by parliamentary parties and may include referrals to standing Senate committees for detailed examination.

On 25 August 2026, under the chairmanship of ឯកឧត្តម អ៊ុច បូររិទ្ធ, the Permanent Committee opened a session to consider three agenda items: a National Assembly submission concerning a draft law to amend the law on commune (khum) and sangkat administration; a written proposal from the Cambodian People’s Party identified as លេខ ០១០/០៨២៦/លគ.គក dated 20 August 2026; and other miscellaneous matters. Following discussion, the Permanent Committee assigned responsibility to the Senate’s Committee No.4 and Committee No.6 to undertake joint study of the draft amendment and accepted the CPP proposal to recognize a newly nominated Senate member.

Scope of Application

The draft under review concerns amendments to the legal framework that governs the administration and management functions of commune and sangkat authorities. The measure falls within the remit of subnational administrative law and municipal governance regulation.

Key Provisions or Decisions

  • The Permanent Committee examined a draft law described as an amendment to the law on management of commune and sangkat and decided to refer it for joint study.
  • The committee delegated the joint study to: Committee No.4 (សំណាក់ទី៤ – Internal Affairs, National Defence, Public Functions, and Border Affairs) and Committee No.6 (សំណាក់ទី៦ – Legislation and Justice).
  • The Permanent Committee accepted a submission from the Cambodian People’s Party bearing reference លេខ ០១០/០៨២៦/លគ.គក dated 20 August 2026 to recognize a new member of the Senate.

Implications for Investors, Businesses, or Compliance

The referral to standing committees initiates formal legislative study but does not itself enact or amend statutory obligations for local administrations or private actors. Entities with operational exposure to commune- or sangkat-level administration should monitor committee outputs for any proposed changes to administrative procedures, responsibilities, or compliance requirements.
