Cambodia Law Enforcement: Immigration Agency Detentions Highlight Juvenile Crime and Gambling Enforcement

Background

The General Department of Immigration (GDI) reported a series of public-order operations that resulted in multiple detentions and judicial referrals across several Cambodian provinces in August 2026. Between 11 and 20 August 2026, GDI reported detaining nearly 130 people in operations targeting juvenile delinquency and illegal gambling.

GDI recorded 27 juvenile-delinquency cases that resulted in 119 people being referred to court, and 10 illegal-gambling cases that involved 17 detentions, of which 10 were sent to court and seven were placed under educational guidance agreements. Cambodia’s anti-gambling law prescribes penalties for players ranging from one day to one month of imprisonment or fines, while organizers face imprisonment of one to five years and fines of 5 million to 20 million riel. Offenses such as intentional violence can carry imprisonment from one to three years and fines of 2 million to 6 million riel, while intentional property damage carries imprisonment from six months to two years and fines of 1 million to 4 million riel.

Key Developments

The reported operations were conducted over a ten-day period and covered provinces where juvenile-delinquency incidents and illegal-gambling activity were observed. Juvenile-delinquency actions were reported in Phnom Penh, Kandal, Kampong Speu, Takeo, Preah Sihanouk, Kratie, Ratanakiri and Svay Rieng; gambling-related detentions were reported in Kandal, Kampot, Kampong Cham and Svay Rieng. The agency’s public summary distinguishes between cases sent directly to courts and cases resolved through educational guidance agreements.

Institutional Role

The GDI communicated operational results through its official channels and described the disposition of cases by referral to courts or by educational agreements where applicable. Reported outcomes reflect coordination between enforcement personnel and judicial or administrative mechanisms for processing detainees under existing criminal and administrative frameworks.

Compliance Implications

Organizers and facilitators of illegal gambling face statutory criminal penalties under the anti-gambling law, including multi-year imprisonment and monetary fines. Local authorities continue to apply criminal provisions for violent or destructive acts that may arise during public-order incidents, and community actors involved in or hosting gambling activities risk prosecution or administrative sanctions.
