Background
The Securities and Exchange Regulator of Cambodia (SERC) is the authority responsible for licensing and supervising securities intermediaries and overseeing market conduct in Cambodia’s securities sector. The SERC opened an online workshop on 14 October 2026 to begin developing a Risk-Based Supervision (RBS) framework for the securities market with technical assistance from the International Monetary Fund (IMF).
Risk-based supervision organizes supervisory work by assessing firm-level and market-level risks and by mapping which entities are systemically significant. The workshop aimed to review baseline data on securities intermediaries regulated by SERC to identify key risks, produce a Risk Map for prioritizing supervisory resources, and outline next steps for a pilot RBS implementation.
Scope of Application
The RBS framework under development targets securities intermediaries currently regulated by the Securities and Exchange Regulator of Cambodia. The baseline data review referenced in the workshop specifically covered firms operating under SERC’s licensing and supervisory mandate.
Key Provisions or Decisions
Workshop sessions focused on four operational elements: reviewing baseline supervisory data for intermediaries, assessing market characteristics and firm significance, developing a Risk Map to prioritize oversight, and discussing the design of RBS strategies and programmatic steps. Participants included H.E. Sou Socheat, Director General of SERC, and H.E. Dr. Vin Pheakdey, Deputy Director General and chair of the RBS working group.
Implications for Investors, Businesses, or Compliance
The RBS development process is intended to inform how SERC will allocate supervisory resources by risk priority rather than by uniform inspection schedules. Regulated intermediaries are the subjects of the baseline analysis and Risk Map, which will shape future supervisory focus and reporting expectations under the framework.
