Cambodia Solid Waste Infrastructure: World Bank Mission Reviews Municipal Waste and Plastic Management Implementation

Background

The Ministry of Public Works and Transport convened an inter-ministerial meeting on 14 October 2026 to review outcomes from the World Bank’s seventh implementation support mission for the national solid waste, rigid waste and plastic management project. The session brought together project officials from MPWT, the Ministry of Interior, the Ministry of Environment, the General Department of Resettlement, and the World Bank mission team.

The project is financed under a World Bank framework to improve municipal solid waste and plastic management systems through measures including improved collection, disposal and planning mechanisms. Detailed Resettlement Plan (DRP) preparation and site-specific resettlement arrangements for Ta Khmao city, Kandal province, are formal components of the project implementation requirements.

Key Developments

The World Bank technical mission operated from 6 to 14 October 2026 and presented its implementation findings to Cambodian ministries during the 14 October meeting. Undersecretary Ros Vanna of the Ministry of Public Works and Transport chaired the inter-ministerial review, and the World Bank mission was led by senior environmental specialist Katelijn Van den Berg.

Participants discussed the mission’s report and the mid-term review (MTR) road map for advancing detailed planning, including timelines for DRP finalization and site preparation in Ta Khmao. The mission team assessed past implementation progress and proposed a set of priority actions to accelerate project delivery.

Institutional Role

MPWT acts as the project lead within the Cambodian government structure for this World Bank-financed solid waste program and coordinates technical input from line ministries and resettlement authorities. The Ministry of Environment provides environmental oversight while the General Department of Resettlement handles land acquisition and compensation procedures required under the DRP process.

Operational Implications

The World Bank mission delivered an action-plan-style set of recommendations intended to speed up and improve project implementation, including steps tied to DRP preparation and site selection in Ta Khmao. Ministries agreed to continue technical coordination and follow up on the mission’s recommendations to align implementation activities with the project’s contractual schedule.
