Cambodia Fintech Regulation: Digital Asset Definition Updated Under 2023-2028 Policy

Background

Cambodia’s Financial Technology Development Policy 2023-2028 provides a policy framework for the development and governance of financial technology activities. The policy helps define how digital financial products and related technologies are described across public institutions and regulated markets.

A digital asset is defined in the amended appendix as a digital representation of value that depends primarily on cryptography and distributed ledger technology or similar technology, and that can be digitally traded or transferred for payment or investment purposes. The amended definition states that central bank digital currency issued by a central bank is not included within the meaning of digital asset or virtual asset. The amended definition states: “Digital Asset or Virtual Asset is defined as a digital representation of value that depends primarily on cryptography and a distributed ledger or similar technology and that can be digitally traded or transferred for payment or investment purposes. Digital Asset or Virtual Asset does not include central bank digital currency (CBDC) issued by a central bank.”
