Cambodia Digital Asset Regulation: SERC Announces Updated Definition Under Fintech Policy

Background

According to the notice, the Digital Economy and Business Committee revised the definition of “digital asset” in the annex to the Cambodia FinTech Development Policy 2023–2028 after receiving high-level approval from the Prime Minister.

The updated definition states that a digital asset or virtual asset means a digital unit of value that relies on cryptography and distributed ledger technology, or similar technology, and can be traded or transferred in digital form for payment or investment purposes.

The notice also states that digital assets or virtual assets do not include central bank digital currency issued by a central bank.
