Deputy Prime Minister and Foreign Minister Prak Sokhonn met with Paola Pampaloni of the European External Action Service to review Cambodia-EU cooperation and exchange views on recent developments related to the Cambodia-Thailand border situation. The meeting also noted EU humanitarian assistance for Cambodian displaced people affected by the conflict.
The Ministry of Foreign Affairs and International Cooperation and the European Union’s Directorate-General for International Partnerships co-chaired a Sub-Group on Cooperation meeting to review ongoing Cambodia-EU cooperation and discuss future priorities. The discussions covered energy, education, governance, public financial management, social protection, agriculture, investment, environment, climate change, Global Gateway, and ASEAN cooperation.
The Ministry of Foreign Affairs and International Cooperation said Secretary of State Un Kheang met with India’s Secretary (East) P. Kumaran to discuss bilateral cooperation across trade, investment, defense, demining, culture, human resources development, and people-to-people exchange. From 17 to 21 March 2026, the Ministry of Foreign Affairs and International Cooperation sent a delegation from the National Institute of Diplomacy and International Relations to India for meetings with Indian foreign affairs and academic institutions. The discussions focused on practical cooperation for training Cambodian diplomats, professional exchanges, specialized courses, and broader Cambodia-India cooperation in human resource and institutional development.

The Ministry of Foreign Affairs and International Cooperation said Secretary of State Sun Sovanna met France Volontaires Director General Yann Delaunay to discuss expanding Cambodia-France volunteer missions and preparations linked to the 2026 Francophonie Summit. The meeting also noted the recent signing of a bilateral agreement on international exchange and solidarity volunteering and the strengthened role of France Volontaires in Cambodia.
The Ministry of Foreign Affairs and International Cooperation, in cooperation with the ASEAN-Japan Centre, organized a workshop on promoting ASEAN awareness for university students in Phnom Penh on 19 March 2026. Around 100 students from various universities participated in the event, which aimed to strengthen public understanding of ASEAN and its community-building process.
The Ministry of Foreign Affairs and International Cooperation and the Embassy of Japan in Cambodia signed an Exchange of Notes amending Japan’s grant assistance for the Expansion of the Water Supply System in Ta Khmau. The grant amount is increased from JPY 3.421 billion (about USD 22 million) to JPY 3.568 billion (about USD 23 million).
Deputy Prime Minister and Foreign Minister Prak Sokhonn met with Susan Kleebank, Secretary of Asia and the Pacific of Brazil’s Ministry of Foreign Affairs, during her working visit to Phnom Penh. Both sides reviewed the progress of Cambodia-Brazil relations, discussed cooperation in several sectors, and exchanged views on the Cambodia-Thailand border situation and other regional and international issues.
On 18 March 2026, the Ministry of Foreign Affairs and International Cooperation of Cambodia and the Ministry of Foreign Affairs of Brazil held the Second Cambodia–Brazil Bilateral Consultations in Phnom Penh. The two sides reviewed progress since 2022, agreed to further strengthen relations across multiple cooperation areas, and discussed recent developments related to the Cambodia–Thailand border situation.
