Background
On 24 March 2026, at the Ministry of Foreign Affairs and International Cooperation, Secretary of State Kan Pharidh and Ian Hoskins, Head of Unit of the Directorate-General for International Partnerships of the European Union, co-chaired the Sub-Group on Cooperation. The meeting was held in connection with Cambodia’s hosting of the 13th Cambodia-EU Joint Committee.
Key Discussions
According to the ministry, both sides reviewed ongoing cooperation and discussed future priorities across multiple sectors. The areas identified in the meeting included energy, education and skills development, governance, public financial management, social protection, agriculture, investment, environment and climate change, as well as Global Gateway and ASEAN cooperation.
The two sides also exchanged views on ways to further align European Union support with the Royal Government’s Pentagonal Strategy-Phase I. The ministry stated that this included support for green and digital transitions, human capital development, and inclusive and sustainable growth.
Institutional Relevance
The meeting forms part of the Cambodia-EU bilateral cooperation framework and documents official dialogue on sector priorities between the Royal Government of Cambodia and the European Union. It records the policy areas under review ahead of the 13th Cambodia-EU Joint Committee.
