Background
The National Social Security Fund (NSSF) administers Cambodia’s mandatory social security schemes for formal-sector employees and manages employer registration and contribution collection.
NSSF operates a digital registration platform known as LACMS to register enterprises and employees and to communicate contribution and benefits information to stakeholders.
On 28 August 2026 the NSSF Svay Rieng branch convened a workshop attended by about 150 enterprise owners, company and factory representatives to explain legal principles, employer obligations, and recent digital updates to the social security registration process. The branch emphasised that employer registration and timely contribution payments are legal duties designed to secure statutory benefits for workers and that enterprises are expected to inform their employees about available social security entitlements and digital tools.
Scope of Application
The workshop targeted private-sector employers and their representatives in Svay Rieng province, including owners of enterprises, companies and factory managers. The messages apply to employers with formal employees who are subject to Cambodia’s social security registration and contribution requirements, as administered by the NSSF.
Key Provisions or Decisions
Presentations at the event covered the legal framework governing employer registration, the benefits available under the social security regime, practical steps for enrolling enterprises and workers in LACMS, and recent digital upgrades to NSSF systems. Participants were instructed to complete enterprise and employee registration and to remit required contributions in accordance with applicable law.
Implications for Investors, Businesses, or Compliance
Employers operating in Cambodia must ensure company-level registration with the NSSF and the enrolment of eligible employees to maintain compliance with social security legislation. Businesses should adopt LACMS for recordkeeping and communications to improve administrative accuracy and to provide workers with timely information on entitlements. The NSSF statement indicated that failure to register as required can expose enterprises to legal responsibility under existing statutes.
