Cambodia Agricultural Finance Policy: ACSEP-PIU1 Value-Chain Credit for Cooperatives and Agribusiness

Background

The Agricultural Value Chain Competitiveness and Safety Enhancement Project (ACSEP-PIU1) is a targeted agricultural finance initiative designed to strengthen competitiveness and market access for selected crops and agribusinesses through credit and market-linkage support. The project integrates three operational pillars: facilitating access to credit, strengthening market linkages and food safety, and improving farm-to-market connectivity.

The ACSEP project channels a USD 51 million credit facility through partner banks Agricultural and Rural Development Bank (ARDB) and Sathapana Bank (SPNB) to support value-chain financing for cooperatives, agribusinesses, and commercial farmers. By 27 August 2026, ACSEP-PIU1 had provided credit to 1,305 target clients amounting to approximately USD 28.30 million.

Key Developments

On 27–28 August 2026 the Trust Regulator, acting as ACSEP-PIU1 implementing unit under the Ministry of Economy and Finance, led dissemination workshops in Kampong Thom (Kampong Thom Royal Hotel) and Siem Reap (Empress Angkor Resort & Spa). The events gathered provincial Departments of Agriculture, Forestry and Fisheries from Kampong Thom, Kampong Cham, Tboung Khmum, Siem Reap, Preah Vihear and Oddar Meanchey; project staff and consultants; partner financial institutions (ARDB and SPNB); and representatives of agricultural cooperatives, agribusinesses and commercial farmers.

Workshop content focused on available credit products (including Credit Line and Equity Credit Line structures), target client groups, eligibility and application procedures, required documentation, and modules on financial literacy and business planning. The sessions also created direct dialogue platforms between lenders and potential borrowers to clarify processes and documentation requirements.

Institutional Role

The Trust Regulator is functioning as the implementing unit for ACSEP-PIU1 within the Ministry of Economy and Finance, coordinating with partner banks ARDB and SPNB to deliver loan products and outreach. Project delivery combines public-sector coordination (provincial agricultural departments and project unit) with commercial and development banking channels to reach rural cooperatives and agribusinesses.

Operational Implications

Project monitoring reports cited province-level uptake as part of rollout: Kampong Thom reported around 170 target clients receiving about USD 4.0 million in loans; Kampong Cham about 190 clients with USD 4.0 million; Tboung Khmum 54 clients with USD 9.6 million; Siem Reap 305 clients with USD 6.0 million; Preah Vihear 130 clients with USD 3.5 million; and Oddar Meanchey 275 clients with USD 4.3 million. These disbursement figures reflect the project’s operational emphasis on channeling finance to cooperatives, agribusinesses and commercial farmers across selected provinces.

For prospective borrowers, the project emphasises preparation of business plans, financial literacy, and completion of prescribed forms and supporting documents to meet lender eligibility standards under the ACSEP credit products.
