Background
The National Social Security Fund (NSSF) administers Cambodia’s contributory social security schemes for registered members and manages benefit programs including health-care coverage and maternity cash benefits. NSSF operates both compulsory schemes for formal employees and voluntary-enrolment channels designed to extend protection to informal and self-employed workers.
The NSSF Member App allows self-employed workers to register, enroll dependents (spouses and children), and pay voluntary contributions to receive health-care coverage. Self-employed women who have paid contributions for nine months within the previous 12 months are eligible to apply for maternity cash benefits through the NSSF Member App.
Key Developments
On 11 May 2026, the NSSF participated as a speaker at the 140th International Labour Day event in Phnom Penh, which was reported to have about 300 attendees. Sok Bora, Director of the Department of Social Security Administration at NSSF, presented the Fund’s recent digital enrolment measures and described how the Member App functions as an entry point for voluntary health protection.
Institutional Role
NSSF officials encouraged self-employed individuals and their dependents to register through the Member App or at NSSF central and branch offices and to pay contributions regularly to secure health-risk protection. The Fund framed the voluntary-enrolment approach around principles of solidarity and equity, urging broader participation to sustain pooled health benefits across income groups.
Operational Implications
The Member App provides a digital channel for registration, contribution payment, and benefit claims, which is intended to simplify enrolment for informal workers and their families. For operational planning, the Fund’s approach creates a visible onboarding pathway for outreach efforts and for monitoring uptake of voluntary health coverage among the informal economy.
