Cambodia Parliamentary Digital Governance: National Assembly Launches e-Parliament Training

Background

The National Assembly Secretariat-General administers parliamentary support functions including legislative administration, member services, and internal management. An e-Parliament system digitalizes document workflows, meeting management, and legislative records to support legislative administration and transparency.

The Secretariat-General presented the training as part of Cambodia’s Pentagonal Strategy – Phase I, which identifies digital technology as a key pillar of public administration reform and digital government development. The office described strengthening systems and developing human resources as primary focus areas for the National Assembly’s digital transformation.

Key Developments

On 6 July 2026 the Secretariat-General opened a training course on the “Use of the e-Parliament System” at the National Assembly Palace. The opening ceremony was presided over by Hon. Leng Peng Long, Secretary-General of the National Assembly, with participation from Deputy Secretaries-General, the Inspector-General, Directors-General, senior officials, trainers, and approximately 140 trainees; many others joined virtually.

The program was organized by the ICT General Department and scheduled to run from 6 to 10 July 2026 in morning sessions. Secretariat remarks emphasized the need for technical upgrades, shifts in workplace culture, and adherence to cybersecurity protocols for effective implementation.

Institutional Role

The Secretariat-General positioned the e-Parliament training as a modernization step under the leadership of National Assembly President Khuon Sudary and Prime Minister Hun Manet’s Pentagonal Strategy. The ICT General Department was identified as the technical organizer responsible for delivering system training and follow-up support to participants.

Operational Implications

The Secretariat-General urged trainees to develop digital skills to operate the e-Parliament system and asked trainers to provide clear, practical guidance and ongoing support. Officials highlighted compliance with cybersecurity protocols as an explicit requirement for users of the new digital management system.
