Background
The National Assembly Secretariat is responsible for administering systems that support parliamentary operations and public access to legislative information. The Secretariat administers the E‑Parliament system to manage digital parliamentary records, coordinate access to session information, and support online citizen participation.
E‑Parliament systems include modules for electronic attendance, virtual meetings, digital document management, electronic voting, live streaming, and video archiving. The Secretariat’s training initiative aims to strengthen staff capacity to operate these modules in routine legislative and administrative workflows.
Key Developments
On 6 July 2026 the National Assembly Secretariat opened a training course on use of the E‑Parliament system for Secretariat leadership and officials. Secretary‑General Leng Penglong presided over the opening session. Participants received instruction on electronic attendance and meeting management, digital document control, electronic voting, live streaming, video record retention, and integration with a digital library and citizen participation platforms.
Institutional Role
The Secretariat functions as the operational anchor for E‑Parliament deployment, coordinating technical use, user access, and digital archival procedures for legislative sessions. Training programs for Secretariat staff establish the administrative procedures and user competencies required to maintain consistent digital records and to facilitate public access channels linked to parliamentary activities.
Operational Implications
Enhanced staff competency in E‑Parliament tools is intended to standardize meeting workflows and centralize document handling within the Assembly’s digital systems. Routine use of electronic meeting, voting, and archiving functions can change how session materials are produced, stored, and retrieved by officials and the public, increasing the Secretariat’s capacity to manage digital legislative processes.
