Background
Bilateral cooperation with the Republic of Korea targets institutional strengthening of Cambodia’s intellectual property regulatory framework through technical assistance and a joint work plan. A Memorandum of Understanding on Intellectual Property Cooperation exists between Cambodia and the Republic of Korea.
The 2025–2027 IP Work Plan under that memorandum lists legal and institutional development, capacity building, digital transformation, trademark administration, IP protection, and invention education as priority areas. The Republic of Korea has provided ongoing technical assistance that contributed to the development of Cambodia’s intellectual property capacities.
Scope of Application
The Cambodia–Republic of Korea memorandum and the associated 2025–2027 work plan apply to official cooperation activities between Cambodia’s relevant ministries and the Republic of Korea’s Ministry of Intellectual Property. The cooperation also encompasses coordination on regional initiatives under the ASEAN–Republic of Korea framework where both parties participate.
Key Provisions or Decisions
Her Excellency Cham Nimul, Minister of Commerce of Cambodia, held a bilateral discussion in Geneva on 6 July 2026 with His Excellency Dr. Kim Yong Sun, the inaugural Minister of the Republic of Korea’s Ministry of Intellectual Property. Both sides reviewed progress under the existing memorandum and the 2025–2027 IP Work Plan, focusing on legal and institutional development, capacity building, digital transformation, trademark administration, IP protection, and invention education. The ministers exchanged views on enhancing cooperation within ASEAN–Republic of Korea mechanisms and welcomed continued collaboration on future ASEAN intellectual property initiatives.
Implications for Investors, Businesses, or Compliance
Advances in legal and institutional development under the bilateral work plan can support clearer procedures for registering and administering trademarks and other IP rights in Cambodia. Continued capacity-building and digital transformation efforts are likely to affect how businesses interact with IP offices and manage compliance with registration and protection processes.
