- If the current address differs from the address shown on the national identification card, a family book or residence book certified by the competent authority must be attached.
- The original vehicle identification card and vehicle license plate in cases of transfer across Phnom Penh and provincial jurisdictions.
- A vehicle technical inspection certificate.
- A sale and purchase agreement prepared at the public service location and in the presence of the competent ownership transfer official.
- A guarantee contract certified by the local administrative police post in cases where the original owner is not available.
- A road tax receipt during the vehicle tax collection period.
