Cambodia Labor Regulation: SOP for Enterprise Accreditation in Skills Recognition

Background

The Ministry of Labour and Vocational Training convened a national consultation to solicit input on a draft announcement and an accompanying standard operating procedure (SOP) that propose enterprise, company, and factory accreditation as a mechanism for formally recognising worker skills. According to MLVT statements, the draft announcement and SOP are targeted at enterprises, companies and factories that participate in skills assessment and recognition processes, and at workers, employees and staff whose competencies are subject to evaluation. The consultation invited representatives from ministries, relevant institutions, employer federations, private-sector associations and development partners to comment on the proposed procedures.

MLVT describes the draft SOP as containing procedures to: frame enterprise accreditation for conducting or hosting competency assessments; incorporate recognition of prior learning (RPL) pathways; align assessment standards with national benchmarks; and use digital platforms for registration, assessment management and service delivery.
