Background
The Securities and Exchange Regulator of Cambodia (SERC) and the Cambodia Academy of Digital Technology (CADT) signed a Memorandum of Understanding on 2 September 2026 to cooperate on innovation and digital-technology development in the securities sector. The cooperation framework focuses on researching and testing technologies such as blockchain and artificial intelligence to support automation, operational modernization, regulatory efficiency, and productivity growth in securities markets. A workshop on the use of artificial intelligence and advanced digital tools for work efficiency and risk management in the securities sector was held at the FSA Building following the signing.

The MoU signing was authorized by H.E. Dr. Aun Pornmoniroth and took place with SERC represented by H.E. Sou Socheat, Delegate of the Royal Government in charge as Director General, and CADT represented by H.E. Dr. Seng Sopheap. Both institutions announced capacity-building activities aimed at improving digital literacy among SERC officials and staff of regulated entities, and they co-organized a workshop titled “The Use of Artificial Intelligence (AI) and Advanced Digital Tools to Enhance Work Efficiency and Risk Management in the Securities Sector.”
