Background
The Ministry of Labour and Vocational Training conducted a local job and skills forum in Bakan district to link residents with employers, vocational training options, and social security information. At the time of the forum, the ministry stated that more than 90,000 job vacancies were available across Cambodia that citizens could register for, be interviewed for, and obtain immediate employment.
The forum highlighted two active governance mechanisms used by MLVT: Recognition of Prior Learning (RPL) and public Technical and Vocational Education and Training (TVET) delivery. Recognition of Prior Learning (RPL) enables construction workers without formal certificates to undergo assessment and receive official skill certification.
Key Developments
MLVT reported the direct introduction of 2,645 job vacancies to Bakan residents and presented information about social security benefits and TVET opportunities to more than 700 attendees. Participating employers and training providers named by the ministry included private companies, factories, banks, handicraft workshops, and the Cambodia Garment Training Institute (CGTI); MLVT also identified labor recruitment firms engaged in sending workers abroad.
Institutional Role
MLVT acts as a facilitator between jobseekers, employers, and training institutions by organising local job-matching events and promoting formal skills certification pathways. The ministry promotes both in-country placements and regulated overseas employment channels while providing information on social security protections for employed workers.
Operational Implications
Residents were encouraged to register for vacancies, participate in interviews, enroll in free TVET courses at provincial institutes, or undertake RPL assessments where eligible. MLVT publicised hotlines for follow-up: 1297 for job and vocational training enquiries and 1286 for social security services.
