Cambodia Uniform Regulation: Sub‑decree No.177 on Former‑Rank Insignia for Senior Police and Immigration Officials

Background

Sub‑decree No. 177 (29 September 2025) sets detailed specifications for former‑rank insignia used by senior command‑level and high‑level police administrators. The instrument defines material, artwork, dimensions and designated uniform locations for two formal types of insignia in each group.

Type 1 insignia for senior commanders is described as a gold‑colored metal badge sized 60 mm by 30 mm that features a five‑headed naga, paired sheaves with 16 grains each side, a shield‑shaped decorative element, and mirrored swan‑tail ornaments. Type 2 is a gold cloth patch on an old‑blue fabric backing measuring 65 mm by 35 mm with a 2 mm black border; placement and application differ by uniform class.

Scope of Application

The sub‑decree applies to former‑rank insignia for two groups of uniformed personnel: senior command‑level administrators and high‑level police administrators under the national police and related uniform classes. Specified placement points include the upper right chest nameplate and identification number for uniform classes identified in the sub‑decree.

Key Provisions or Decisions

  • Two insignia types are defined for each personnel group: Type 1 (metal, gold‑colored, 60 mm x 30 mm) and Type 2 (cloth patch, gold fabric on old‑blue backing, 65 mm x 35 mm with 2 mm black border).
  • Type 1 design elements include a five‑headed naga, paired sheaves with 16 grains on each side, a shield‑shaped ornament, and mirrored swan‑tail motifs.
  • Placement rules: Type 1 is to be worn on the upper right chest nameplate and identification number of uniform classes 1, 2, 4, 5 and 6 or on the upper right of the shirt for class 3; Type 2 is designated for use on uniform class 7.
  • Tenure‑to‑symbol mapping for senior commanders: 16 years and above = five swan‑tail leaves each side; 8 to under 16 years = three leaves each side; under 8 years = one leaf each side. For high‑level administrators the thresholds are 12 years and above, 6 to under 12 years, and under 6 years respectively, with the same leaf counts for each band.

Implications for Investors, Businesses, or Compliance

The sub‑decree establishes technical specifications that uniform manufacturers, suppliers and departmental personnel management units must reference when producing insignia or authorizing wear. Human resources and procurement units within the national police and immigration agencies are required to align production orders and uniform issue practices with the sub‑decree specifications.
