Background
The Ministry of Labour and Vocational Training (MLVT) signed memoranda of understanding on 25 August 2026 with six transport and delivery companies to promote labour-market information and job services across Cambodia. The cooperation framework includes use of the national job-information hotline 1297 and coordination with TVET programmes that offer 1.5 million free vocational training places.
The MoU frames a structured public–private coordination mechanism for disseminating employment opportunities, facilitating job-service access for youth and former workers, and linking platform-sector workers to technical-skills courses. Specific skills identified for outreach to delivery and driver workforces include motorbike repair and modification, electrical appliance maintenance, refrigeration systems, and mechanical servicing.
Key Developments
MLVT entered the MoU with six private operators: Grab Cambodia Co., MVL TADA (Cambodia) Co., LM Car Co., Ltd., Phas Air Technology Co., Ltd., Deliveree Hero (Cambodia) Co., Ltd., and E-Gate Technology Co., Ltd. During the signing at the ministry headquarters, Minister Heng Sour welcomed company leadership and described the arrangement as a formal partnership to broaden dissemination of labour-market information and job services to the general public, youth, and former migrant workers.
Institutional Role
The agreement positions MLVT as a coordinating agency linking government training programmes and employment information channels with private-sector delivery platforms. Under the framework, ministry-managed initiatives—such as the 1297 telephone service and TVET course registrations—are to be promoted through company networks to increase worker access to services and training opportunities.
Operational Implications
Participating companies and their workforces gain a channel to refer drivers and delivery workers to vocational courses and job-information services, while workers receive options to enroll in flexible TVET training at no cost. The MoU also outlines collaborative activities to publicise job services and to create registration pathways for platform workers seeking technical skills and supplementary income-generating activities.
