Cambodia AML Regulation: Trust Sector Compliance Ahead of FATF 2028

Background

The Trust Regulator and the General Secretariat of the Non-Bank Financial Services Authority (FSA) convened a joint awareness workshop on 25 August 2026 to brief reporting entities in the trust and insurance sectors on obligations under Cambodia’s AML/CFT framework. The workshop was co-presided by H.E. Nong Piseth, Deputy Director General of the Trust Regulator (representing H.E. Sok Dara), and Mr. Ngo Dalen, Deputy Secretary General of the FSA, and it took place at the FSA headquarters.

The Trust Regulator is the authority that oversees, supervises, and develops the trust sector in Cambodia. Reporting entities in the trust sector include trustee companies, independent individual trustees, and trustee operators.

Scope of Application

The workshop targeted reporting entities within the Cambodian trust sector and the insurance sector, with a focus on trustee companies, independent trustees, trustee operators, and insurance reporting entities that have obligations under AML/CFT laws and related regulations. Materials and discussions were framed around implementing FATF recommendations and the immediate outcomes used by assessors.

Key Provisions or Decisions

Presentations and discussions emphasized the roles and obligations of reporting entities in implementing FATF recommendations and the Immediate Outcomes framework. Organizers sought to disseminate practical guidance, share sector experience, and clarify legal and regulatory expectations relevant to AML/CFT compliance in trust operations and insurance activities.

Implications for Investors, Businesses, or Compliance

The event aimed to strengthen reporting entities’ understanding of compliance requirements and to support sector readiness for Cambodia’s forthcoming FATF assessment in 2028. Firms operating in the trust and insurance sectors are encouraged to align internal controls and reporting processes with applicable AML/CFT laws and FATF guidance to document compliance efforts.
