Background
The Ministry of Labour and Vocational Training manages technical and vocational education and training (TVET) programs and coordinates employer partnerships to expand workforce skills in Cambodia.
The Ministry signed a Memorandum of Understanding with Zo Motors on 15 June 2026 to cooperate on vocational training and safe worker transport.
The agreement focuses on improving daily commute safety for employed workers, promoting safe passenger transport equipped with a SafeBox system, and supporting low-emission transport through electric vehicles. The MoU also commits to awareness-raising, study of policy and financing mechanisms for sustainable worker-transport systems, and an initial production of eight mobile training vehicles to deliver hands-on TVET courses.
Key Developments
The MoU was signed at the 9th National TVET Education and Training Day on 15 June 2026 at the Koh Pich Exhibition and Convention Centre by Minister Heng Sour and HE Dong, CEO of Zo Motors Global. Under the cooperation, MLVT and Zo Motors (Cambodia) Co., Ltd. produced eight mobile training units to deliver practical courses in skills including EV maintenance, vehicle repair, refrigeration maintenance, building electrical installation, plumbing, digital skills, beverage trade, and salon services.
Institutional Role
MLVT will coordinate implementation with relevant institutes and development partners and evaluate scaling options for mobile training units. Zo Motors is identified as a manufacturer and distributor of electric commercial vehicles originating from Japan, positioned in the agreement to supply vehicles and technical solutions for EV-based training and worker transport.
Operational Implications
The mobile training vehicles are intended to provide on-site, hands-on TVET instruction in targeted technical skills, enabling practical maintenance and technical coursework outside fixed training centres. The cooperation includes installation of worker-transport safety features (SafeBox) and pilot activities that MLVT and partners may scale to a target of 40 mobile units by 2027 and 50 units by 2028, according to the ministry’s public statement.
