Cambodia Secured Transactions Law and Collateral Registry: Ministry of Commerce Trains Stakeholders on SETFO 2.0

Background

The Ministry of Commerce and the Techo Centre of the Ministry of Economy and Finance organized a stakeholder training session on the Law on Secured Transactions (2007) and the SETFO notice-filing system on 15 June 2026 in Phnom Penh. The course gathered participants from about 50 institutions, including youth entrepreneur associations, commercial banks, law offices, and prosecution offices, to review procedural and technical aspects of secured transactions and registry use.

The Law on Secured Transactions (2007) establishes a legal framework for creating and registering security interests over movable property in Cambodia. SETFO is the Ministry of Commerce’s electronic notice-filing system for recording security interests under that law, and the training included instruction on the upgraded SETFO 2.0 interface and core filing functions.

The Law on Secured Transactions and the SETFO registry apply to agreements that create security interests in movable assets and govern the procedures for notice filing, priority, and enforcement related to those interests. The training materials and presentations covered types of collateral, parties’ rights and duties, and procedural steps for registering and updating notices in the registry.
