Background
The Ministry of Labour and Vocational Training (MLVT) coordinates provincial prevention and awareness activities to address child labour through its provincial labour departments and local authorities. MLVT operates the LACMS automated system to register employers and manage labour-related data for administrative and compliance purposes. Provincial outreach in 2026 focused on workplace sectors with elevated child labour risk, notably brick-kiln production and agro-industrial workplaces in Stung Treng and Preah Vihear provinces.
The ministry directs suspected cases to be reported via anonymous hotlines 1297 and 1286 or through anonymous complaint boxes, and it encourages multi-stakeholder participation from local officials, employers and community groups. Campaign messaging referenced national labour law and relevant International Labour Organization (ILO) instruments as the legal and policy framework guiding prevention and reporting measures.
Key Developments
MLVT and the provincial labour departments ran targeted awareness activities at brick-kiln sites and agricultural processing workplaces in the two provinces to raise detection and reporting of child labour. Employers were urged to register labour representatives under the Khmer acronym “ប.ស.ស.” and to record employer data through the ministry’s LACMS platform to facilitate administrative follow-up and worker coverage.
Institutional Role
Provincial labour departments implement national directives from MLVT and coordinate with local authorities to receive reports, document suspected violations and refer cases to central units when required. Community actors and employers are expected to use the designated hotlines and complaint mechanisms so that provincial and national labour authorities can assess reports in line with labour law and agreed ILO standards.
