Background
The Ministry of Health serves as the central authority for public health policy in Cambodia and coordinates international technical cooperation for infectious disease control. An intergovernmental memorandum of understanding establishes a framework for bilateral technical cooperation on disease prevention, workforce development, and surveillance between the Royal Government of Cambodia and the United States.
On 20 May 2026 Ministry of Health officials met with a U.S. Embassy delegation led by the Political and Economic Counsellor and the Regional Health Assistance Office Director to discuss implementation of the recently signed MoU. Participants exchanged plans for an implementation roadmap, definitions of roles and responsibilities, establishment of technical working groups, and joint focus areas including HIV/AIDS, tuberculosis, malaria, and public health security.
Key Developments
Meeting participants agreed to develop an implementation roadmap and timeline for the MoU, and to define specific roles and responsibilities for partner institutions. The discussion included proposals to form technical working groups to coordinate preparedness, surveillance, and response activities across national public health units.
Institutional Role
The Ministry of Health will lead national coordination and incorporate contributions from specialized national centers, including centers for HIV/AIDS, tuberculosis, and malaria, together with the National Institute of Public Health. The U.S. delegation included PEPFAR regional coordination and regional health assistance leadership, reflecting a focus on sustained technical assistance and programmatic support.
Operational Implications
Establishing a joint implementation roadmap and technical teams creates an operational mechanism for aligning donor-supported initiatives with Cambodia’s national health priorities. Institutional dialogue on roles and timelines is intended to guide coordination among central ministries, disease-specific centers, and international partners during implementation phases.
