Background
Technical and vocational education and training (TVET) in Cambodia is a labor governance mechanism that links skills development with workforce demand in industry, services, and other parts of the economy. Key Developments
On 9 April 2026, the National Training Board (NTB) held a meeting chaired by Minister of Labour and Vocational Training Heng Sour at the ministry to discuss measures to strengthen the quality and effectiveness of technical and vocational education and training.
According to the ministry, the meeting focused on three main topics: occupational and employment outlooks, a new education pathway in Cambodia, and implementation of Recognition of Prior Learning (RPL) assessment and Sector Skills Councils (SSCs).
The minister stated that the discussions were intended to provide further input for improving and updating occupational and employment outlooks for the benefit of relevant ministries, the private sector, and development partners, particularly in relation to market demand, skills gaps, and role allocation.
The ministry also presented a plan to pilot a “new education pathway” in the 2026-2027 academic year. The pilot will cover 21 key technical and vocational specializations in selected target areas near special economic zones, industrial parks, and high schools, in cooperation with development partners.
The post states that the program will be implemented separately by the Ministry of Education, Youth and Sport and the Ministry of Labour and Vocational Training, in line with high-level guidance from Prime Minister Hun Manet. The ministry said the pilot results will serve as a basis for future implementation.
