Background
Cambodia’s capital market is regulated by the Securities and Exchange Regulator of Cambodia under the non-bank financial services framework. The capital market provides a formal system for securities issuance, trading, disclosure, and investor protection, and it supports long-term fundraising through equity and debt instruments.
The ASEAN Capital Markets Forum is a regional platform through which securities regulators coordinate on market integration, disclosure standards, and cross-border investment initiatives. Regional capital market cooperation in ASEAN commonly covers areas such as listing connectivity, sustainable finance standards, and capacity building for member jurisdictions.
For Cambodia, participation in ASEAN capital market discussions is linked to the development of domestic market institutions and alignment with regional practices. Sustainable finance guidance and common conduct standards for external verifiers are governance tools intended to improve market integrity and support credible investment products.
Key Developments
On 26 March 2026, Sou Socheat, Delegate of the Royal Government in charge as Director General of the Securities and Exchange Regulator of Cambodia, led officials to attend the 44th ASEAN Capital Markets Forum Chairs’ Meeting in Boracay, the Philippines. The meeting was hosted by the Securities and Exchange Commission Philippines.
According to the regulator’s summary, the meeting noted the start of implementation of the ACMF Action Plan 2026–2030. The plan sets priorities for deeper regional integration, stronger market resilience, and greater inclusiveness in ASEAN capital market development.
The meeting also discussed initiatives under the 2026–2030 action plan aimed at strengthening regional investment connectivity. These included the launch of ASEAN Diamonds, study of ASEAN cross-border listing alignment, issuance of depositary receipts, development of an ASEAN index, and continued capacity-building programs for member jurisdictions.
Sustainable finance was another agenda item. The summary stated that ACMF would advance the next phase of guidance on adaptation, resilience, and sustainability finance, known as mARs, as well as an ASEAN Code of Conduct for external verifiers.
Implications
The meeting is relevant to Cambodia because regional capital market initiatives can influence how domestic regulators approach market development, investor access, and supervisory coordination. Participation also helps Cambodian authorities track emerging ASEAN frameworks related to cross-border offerings, market standards, and sustainable finance governance.
For financial institutions, listed companies, and market intermediaries, ASEAN-level coordination may affect future expectations on disclosure, verification practices, and product structuring, especially in sustainable finance. The developments are primarily policy and coordination signals rather than immediate domestic rule changes.
