Background
The Ministry of Health convened a closing consultation workshop on 27 August 2026 in Phnom Penh to finalize updates to the National Action Plan on Climate Change for Public Health 2026–2030; the event was presided over by Secretary of State Dr. Lo Vasanakiri. The revision process aims to refine operational activities and inter-agency coordination for climate-related health risks.
The Ministry of Health leads multi-sectoral coordination for public-health preparedness and plan implementation in Cambodia. The national action plan update covers the period 2026–2030 and defines sector-level priorities for addressing climate-driven hazards such as floods, droughts, storms, and sea-level rise.
Scope of Application
The updated action plan applies to national and subnational health authorities, primary health infrastructure, community-level health actors, and participating sector ministries that contribute to health preparedness and response. The plan also targets geographic integration of facility and community location data for areas identified as vulnerable to climate hazards.
Key Provisions or Decisions
Workshop recommendations documented the following core elements drawn from the consultation:
- Align the action plan with existing national health strategies and One Health approaches to ensure consistency across preparedness and response frameworks.
- Strengthen institutional capacity and community support for risk assessment to identify hazards, vulnerabilities, and preparedness gaps.
- Update geolocation and coverage data for primary health centers and community sites in risk-prone areas and integrate that information into health coverage planning.
- Promote climate-resilient upgrades to primary health infrastructure to reduce pre-positioned impacts from health emergencies.
- Enhance leadership and governance at national and subnational levels for coordinated, multisectoral preparedness and response planning.
Implications for Compliance
Implementing the updated plan will require institutional capacity-building, cross-sector data sharing, and targeted investment in health facility resilience. Donors, development partners, and subnational health departments participating in the consultation will need to align technical support and funding with the plan’s prioritized activities.
