Cambodia Environmental Regulation: Ministry of Environment Reviews EIA for 7,406.17-hectare Rubber and Agro-Industrial Investment

Background

The Ministry of Environment oversees technical review and inter-ministerial coordination of full environmental impact assessments for proposed large-scale land-use investments.

A full environmental impact assessment (EIA) report documents predicted social, environmental, and economic effects of a proposed project and is reviewed by the Directorate of Environmental Impact Assessment and relevant sector agencies.

On 28 August 2026, Undersecretary of State Chea Sina chaired an inter-ministerial meeting to examine the full EIA submitted by DISTINCT HARVEST (CAMBODIA) CO., LTD. for a rubber and agro-industrial plantation covering 7,406.17 hectares in Sangkum Thmei and Rovieng districts, Preah Vihear province. The EIA study was prepared by GREEN Assessment Co., Ltd., and the meeting included representatives from relevant ministries and 24 technical officers from the Directorate of Environmental Impact Assessment.

Scope of Application

The review covered the full EIA dossier for the specific investment project of DISTINCT HARVEST (CAMBODIA) CO., LTD. on 7,406.17 hectares in Sangkum Thmei and Rovieng districts, Preah Vihear province. The inter-ministerial consultation was convened to collect technical comments on the social, environmental and economic dimensions presented in the submitted report.

Key Provisions or Decisions

The meeting served as a forum for technical assessment and for soliciting recommendations from sectoral agencies and the Ministry of Environment’s technical directorates. Attendees provided expert input intended to identify required mitigation measures, knowledge gaps in the EIA, and topics for further technical clarification from the project proponent.

Implications for Investors, Businesses, or Compliance

Project proponents submitting full EIAs for large land-use investments should plan for inter-agency technical review and formal comment processes led by the Ministry of Environment and its Directorate of Environmental Impact Assessment. Investors can expect that technical reviews will address social safeguards, environmental mitigation, and economic impact descriptions presented in the EIA dossier.
