Cambodia Sanitation Infrastructure: Technical Cooperation to Standardize Decentralized Wastewater Systems (2026–2028)

Background

The Directorate General of Sanitation Systems within the Ministry of Public Works and Transport is the government unit responsible for technical oversight of wastewater and sanitation infrastructure. National technical guidance and quality-management mechanisms help align decentralized wastewater operations with Cambodia’s sanitation law and public-health objectives.

The technical cooperation agreement covers preparation of technical guidance and a quality-management mechanism for decentralized wastewater treatment systems for a three-year period (2026–2028) under funding from the German BMZ. The signing ceremony took place in Phnom Penh on 28 August 2026 and included undersecretaries and senior officials from relevant ministries and development partners.

Key Developments

On 28 August 2026 the Directorate General of Sanitation Systems signed a technical cooperation agreement with the Bremen Overseas Research and Development Association (BORDA). The project period specified in the agreement runs from 2026 through 2028 and is framed as technical assistance to prepare national-level guidance and a quality-management framework for decentralized wastewater treatment systems.

Institutional Role

The agreement identifies the Directorate General of Sanitation Systems and BORDA as the primary implementing parties for the technical work. Officials from multiple departments within the Ministry of Public Works and Transport and representatives of development partners attended the ceremony, indicating cross-institutional involvement in sanitation policy coordination.

Operational Implications

The guidance and quality-management mechanism under development are intended to support standardized design, operation, and oversight of decentralized wastewater systems across provinces. By establishing technical standards and management procedures, the cooperation seeks to expand wastewater management services and to provide a consistent basis for applying the existing sanitation law and related regulations.
