Cambodia Wastewater Regulation: MoE Deploys Automated Effluent Monitoring at 64 Industrial Facilities

Background

The Ministry of Environment administers national environmental standards and oversight of industrial wastewater discharges in Cambodia. Automated effluent monitoring systems measure parameters such as pH, chemical oxygen demand (COD), and total suspended solids (TSS) to support compliance verification.

On 2 September 2026 the Ministry reported that 64 companies had been equipped with automated effluent-monitoring devices and that the combined daily volume of treated effluent reported from the monitoring systems was 71,395 cubic metres. The Ministry uses a colour-coded compliance classification to indicate operational status and conformity with discharge standards.

Scope of Application

The deployment and monitoring apply to industrial facilities subject to national wastewater discharge standards and Ministry of Environment oversight. Parameters recorded by the monitoring equipment — including pH, COD and TSS — are standard indicators used by regulators to assess wastewater quality from manufacturing and processing plants.

Key Provisions or Decisions

Reported operational data (2 September 2026):

  • 64 companies equipped with automated effluent-monitoring devices.
  • Combined daily treated effluent from the monitoring systems: 71,395 cubic metres.
  • Compliance classifications reported by the Ministry: 45 companies listed as compliant (green), 2 companies under monitoring (yellow), 3 companies subject to inspection (red), and 22 companies recorded as under repair (white).

Note: the sum of the listed classification counts exceeds the reported total number of equipped companies; the Ministry’s published counts appear inconsistent when summed.

Implications for Investors, Businesses, or Compliance

Companies operating monitored wastewater systems can document measured discharge parameters to demonstrate conformity with regulatory standards. Facilities identified in non-compliant or repair categories will need operational remediation or technical repairs to return measured parameters to permitted levels before being classified as compliant.
