Background
The Ministry of Public Works and Transport (MPWT) manages construction and supervision of urban water supply and sanitation infrastructure under donor-financed programs in Cambodia. On 2 September 2026, MPWT project management led an inspection mission with a World Bank task team to review implementation progress of the Water Supply and Sanitation Improvement Project (WaSSIP) in Siem Reap province.
The WaSSIP implementation in Siem Reap is organized into multiple contract packages, including MPWT-CW-1A, MPWT-CW-3, MPWT-CW-4, MPWT-CW-6A and MPWT-CW-9. MPWT reported that four packages (MPWT-CW-4, MPWT-CW-1A, MPWT-CW-3 and MPWT-CW-6A) had reached 100% completion while MPWT-CW-9 had reached 77.19% implementation.
Key Developments
MPWT’s inspection mission included representatives from the provincial public works office, the World Bank task team, the project consulting firm, and construction contractors. The visit focused on verifying contract-level progress, identifying technical challenges on incomplete works, and agreeing next-step implementation measures to close outstanding items on MPWT-CW-9.
Institutional Role
Project governance in Siem Reap involved MPWT project managers, the World Bank as the financier and oversight partner, and a national project management council for WaSSIP. The participating entities reviewed contractor deliverables and coordinated remedial actions through the ministry’s project management structures.
Operational Implications
Completion of four contract packages at 100% reduces near-term construction risk for the project’s beneficiaries, while the remaining package progress will determine final service delivery timelines. Project teams discussed technical remedies and an updated implementation schedule intended to ensure the WaSSIP goals for urban water supply and sanitation coverage are met.
