Cambodia Ethics Regulation: Draft Prakas on Code of Ethics for Ministry of Inspection Officials

Background

Institutional-function context: ministerial orders are the normal mechanism for setting internal standards and procedures that apply to officials within a single ministry. A Prakas is a ministerial-level regulatory instrument used in Cambodia to issue administrative rules within a ministry.

The draft Prakas under review sets out a Code of Ethics intended to apply to officials of the Ministry of Inspection. On 9 July 2026, H.E. SOK Soken chaired an internal meeting at the Ministry of Inspection where leaders and technical officials reviewed the draft’s format, key contents and fundamental principles and provided detailed inputs to align the draft with legal frameworks, the ministry’s roles and actual working conditions.

Scope of Application

The draft document is intended to apply to officials serving in the Ministry of Inspection, including leadership and technical staff who participated in the review. The meeting record indicates the drafters sought to reflect the Ministry’s internal roles and duties when defining the scope of application.

Key Provisions or Decisions

Participants reviewed and made substantive inputs on the draft’s structure, core content areas and foundational ethical principles to increase completeness and legal alignment. H.E. Minister expressed thanks for contributions and issued recommendations intended to ensure the Prakas is comprehensive and consistent with the ministry’s operational mechanisms.

Implications for Investors, Businesses, or Compliance

The Prakas is an internal compliance instrument focused on conduct and ethical standards for ministry officials rather than on private-sector regulation. If adopted, the Prakas would establish a formal internal ethics framework for Ministry of Inspection officials and could affect how the ministry manages internal compliance, institutional coordination, and interactions with external stakeholders.
