Background
The Accounting and Auditing Regulator (ACAR) convened with the General Department of Digital Economy on 7 July 2026 to assess technical alignment between agency systems and national integration standards. On 7 July 2026, ACAR leadership met with the General Department of Digital Economy to review whether developed systems comply with the MEF IT architecture and the ESB strategy technical SOP.
The meeting also covered a targeted delivery plan for seven services scheduled for development during 2026. The MEF IT architecture and ESB strategy technical SOP establish a technical framework intended to standardize interoperability, message exchange patterns, and security requirements across government information systems.
Institutional Role
ACAR is the regulator responsible for accounting and auditing oversight and maintains information systems that support financial reporting and regulatory functions. The meeting roster included ACAR Director General H.E. Bou Tharin, Deputy Director General Nean Bony, Deputy Director of General Affairs Chiv Hor, Chief of the IT Management Office Chor Rathana, and H.E. Dr. Taing Nguonly, Director General of the General Department of Digital Economy.
Key Developments
Participants conducted a technical review to determine conformity with the MEF IT architecture and the ESB strategy technical SOP. Delegates also discussed the scope and sequencing of seven IT services that ACAR and partner agencies plan to develop and deploy within 2026.
Operational Implications
Documenting compliance against the MEF IT architecture and ESB SOP creates a technical record that agencies use to align system design, integration points, and security controls with national standards. Clarifying the seven-service development list provides an operational timetable that can guide procurement, development sprints, and inter-agency integration work.
