Cambodia Meteorological Infrastructure: MOWRAM Modernizes Weather Information and Early Warning Systems

Background

The Ministry of Water Resources and Meteorology (MOWRAM) oversees national meteorological information systems and provides weather data and early warnings to government agencies and the public. The Ministry’s meteorological information system currently in use was installed and deployed in 2011.

Hardware and software components of the existing system have aged over approximately 15 years and are described by the ministry as posing high risks to the continuity of meteorological operations. The system provides meteorological data and early warnings to sectors including water-resource management, agriculture, civil aviation, navigation, disaster-risk management, and economic and social services.

Key Developments

On 9 July 2026, Minister Thao Chea chaired an internal meeting at MOWRAM headquarters to discuss a project for modernizing the meteorological information system. The meeting statement notes the current system’s obsolescence and frames the project as a response to operational risks affecting continuity of services and early-warning functions for multiple sectors.

Operational Implications

The ministry presents the modernization project as intended to strengthen system stability, improve operational efficiency, and increase the reliability of meteorological data and warning services for the public and sectoral users. MOWRAM continues to publish public access channels for weather information, including mobile app links (iOS and Android), its official website, and social media accounts listed in the ministry’s announcement.
