Background
The General Department of Customs and Excise of Cambodia hosted the 39th meeting of the ASEAN Single Window Legal Working Group in Phnom Penh from 7–9 July 2026, with customs delegations from ASEAN member states and representation from the ASEAN Secretariat. ASEAN customs administrations and the ASEAN Secretariat participate in the ASEAN Single Window Legal Working Group to coordinate legal and interoperability arrangements among member states.
The working group convened to review legal frameworks that support the cross-border exchange of international trade documents in electronic form through the ASEAN Single Window and to prepare legal texts for negotiations with key dialogue partners. The meeting agenda included progress updates on Timor-Leste participation, the study on a next-generation ASEAN Single Window, assessment of past action-plan implementation, and steps toward applying the ASW roadmap 2.0 (2026–2030).
Key Developments
Delegations from the 11 ASEAN member customs administrations attended the three-day meeting; Indonesia and Thailand participated remotely. The working group discussed four principal items: (1) progress on Timor-Leste’s integration with the ASEAN Single Window, (2) findings from the study on a next-generation ASW, (3) review of past action-plan outcomes and preparations for the next action plan, and (4) draft legal text to support negotiations with dialogue partners including Japan, China, Korea and Hong Kong.
The meeting also held separate video consultations with the customs administrations of China and Hong Kong to discuss legal frameworks that would enable ASEAN–China and ASEAN–Hong Kong exchanges of electronic trade documents through the ASW.
Institutional Role
Deputy Director General Pha Eng Veng spoke at the opening session and noted recent implementation milestones of the ASEAN Single Window while urging member states to maintain active engagement in legal and technical discussions. Cambodia’s customs authority acted as host and facilitator for multilateral and bilateral consultations during the session, providing a platform for coordination between ASEAN members and external dialogue partners.
Operational Implications
Outcomes from the working group advance the preparatory legal work needed for cross-border electronic document exchange and set the agenda for follow-on negotiations with trade partners. The group’s emphasis on implementing the ASW roadmap 2.0 (2026–2030) reflects a coordinated regional plan to align legal, technical and procedural measures for electronic trade facilitation across member administrations.
