Cambodia Road Infrastructure Standards: Harmonizing National Design Codes with International Practices

Background

The Ministry of Public Works and Transport maintains and updates technical design standards for road and bridge infrastructure that guide planning, construction and rehabilitation projects in Cambodia. National coordination on construction technical standards involves the National Council on Construction Technical Standards under the Ministry of Land Management, Urban Planning and Construction and the National Institute of Standards under the Ministry of Industry, Science, Technology and Innovation.

MPWT has compared existing national guidance with international frameworks including AASHTO and Eurocodes and has referenced technical practices from Australia, Japan and China as part of its updating process. The ministry has engaged technical cooperation with the Australian Embassy and programmes such as Partnerships for Infrastructure (P4I) and Austroads to support revisions that reflect Cambodia’s geographic conditions and resource context.

Key Developments

On 8 July 2026, MPWT leadership led by Secretary of State Dr. Yet Bunna convened a consultation at ministry headquarters to collect inputs for assessing the feasibility of harmonising and consolidating multiple road and bridge design codes. Participants included representatives of the National Council on Construction Technical Standards led by Dr. Mom Moni, officials from the National Institute of Standards led by Ms. Jin Kesara, and technical officers from relevant directorates across ministries. The meeting focused on exchanging views, comparing international design codes, and gathering technical data to support a single, consolidated national technical database.

Institutional Role

MPWT serves as the primary agency responsible for road and bridge technical guidance and for coordinating updates to sector design standards. The National Council on Construction Technical Standards provides an inter-ministerial forum for harmonising construction norms, while the National Institute of Standards supplies standardization expertise and technical reference material. Cross-ministerial collaboration is intended to produce interoperable technical bases that can be used for research, design preparation and iterative improvement of construction standards.

Operational Implications

The stated objectives for updating and harmonising design standards include improving clarity of technical data, ensuring compatibility with neighbouring countries’ technical conditions, and raising quality, safety, efficiency and resilience of future road and bridge works in Cambodia. A consolidated technical database is intended to provide a clear reference for engineers, planners and agencies involved in transport infrastructure development and maintenance.
