Cambodia Securities Market and Investment: SERC and CCC MoU to Promote Investor Awareness

Background

The Securities and Exchange Regulator of Cambodia (SERC) is the government agency responsible for overseeing the development and regulation of Cambodia’s securities market. The regulator’s mandate includes licensing market intermediaries, supervising market conduct, and supporting initiatives to broaden market participation.

On 29 September 2026, SERC and CorporateConnections Cambodia (CCC) signed a Memorandum of Understanding entitled “Cooperation to Promote Awareness and Participation in the Development of Securities Sector in Cambodia.” The signing took place at Sokha Phnom Penh Hotel during the Dissemination Forum on Achievements of the Non‑Bank Financial Services Authority (FSA) in its first mandate and the Annual Securities Conference 2026.

SERC was represented by H.E. Sou Socheat, Delegate of the Royal Government in charge and Director General of SERC, and CCC was represented by Mr. Seu Sopheak, National Director of CorporateConnections Cambodia. The event noted formal permission from H.E. Dr. Aun Pornmoniroth, Deputy Prime Minister, Minister of Economy and Finance and Chairman of the FSA.

Institutional Role

The MOU establishes a cooperation channel between a market regulator and a business‑network organisation to leverage commercial networks and communications for investor outreach. The agreement describes joint efforts to promote investment opportunities and facilitate capital mobilization through the securities market for both domestic and international investors and enterprises.
