Background
The Trust Regulator is the national authority responsible for licensing, supervising, and developing trust-sector activities in Cambodia.
A Prakas is a ministerial regulation used in Cambodia to establish technical criteria, procedures, or administrative requirements under existing law.
Scope of Application
The three draft documents under review are scoped to the National Social Security Fund (NSSF) and to institutional capacity in the non-bank financial sector. Specifically, the Draft Operational Risk Management Framework targets operational controls and risk governance for the NSSF, while the Draft Prakas on Financial Soundness Criteria would set benchmark requirements applicable to the NSSF’s financial management. The Draft Concept Paper addresses creation of a Non-Bank Financial Services Institute intended to support technical capacity and training for non-bank financial sector stakeholders.

On 13 July 2026, H.E. Sok Dara, Director General of the Trust Regulator, joined a technical-level meeting of the Non-Bank Financial Services Authority (FSA) by Zoom to review three draft documents: (1) the Draft Operational Risk Management Framework for the NSSF; (2) the Draft Prakas on the Financial Soundness Criteria for the NSSF; and (3) the Draft Concept Paper on establishment of the Non-Bank Financial Services Institute. The meeting was chaired by H.E. Ros Seilava, Secretary of State of the Ministry of Economy and Finance and Vice Chairman of the FSA.
