Cambodia Education Licensing Policy: MoEYS Advances Digital Permit Application System

Background

The Ministry of Education, Youth and Sport (MoEYS) administers licensing and permit procedures for schools, training centres and other education providers under national education governance. The ministry has initiated development of a centralized digital permit application system to streamline how institutions submit and track licensing requests.

Draft guidance on user procedures and system use is being prepared to standardize application requirements and document submission across the sector. The planned system will maintain a centralized database of private education institutions to support management, statistical reporting, quality oversight and sector planning.

Scope of Application

The new application system covers licensing and permit processes within the MoEYS mandate for education, youth and sport entities. The scope includes applicants from private and non-state education providers as well as administrative users within MoEYS and other authorised offices involved in licence review and approval.

Key Provisions or Decisions

On 13 July 2026, MoEYS leadership reviewed the development progress of a single-entry permit application channel and considered a draft guidance document for system use. The review emphasised clarity and uniformity in application procedures, adoption of information-technology tools, and the creation of operational guidance to govern user interactions and document requirements.

Implications for Investors, Businesses, or Compliance

Standardised electronic application procedures are intended to reduce processing time and help applicants prepare required documents consistently. The centralized database is expected to make it easier for institutions and investors to verify licence status and for the ministry to monitor compliance and produce sector statistics, subject to existing legal authorities and data management policies.
