Cambodia FinTech Policy: Trust Regulator and FSA Review 2026–2028 Non-Bank Financial Sector Strategy

Background

Officials from the Trust Regulator attended a meeting at the FinTech Center to review a draft three-year rolling action plan for fintech development in the non-bank financial sector. The Trust Regulator is the authority that manages, supervises and develops the trust sector in Cambodia.

The FinTech Center forms part of the Non-Bank Financial Services Authority (FSA) general secretariat and coordinates input from line-regulators on fintech policy for the non-bank financial sector. On July 9, 2026, the Trust Regulator’s Deputy Director General and the Director of the Trust Registration Department met with the FinTech Center director and representatives of the General Secretariat of the Digital Economy and Business Committee to discuss the draft 2026–2028 action plan.

Scope of Application

The draft three-year rolling action plan covers 2026–2028 and is presented as part of the Strategic Plan for the Development of Financial Technology in the Non-Bank Financial Sector. Preparation of the draft has involved inputs from line-regulators under the FSA and engagement with Trust Regulator management and officials at the FinTech Center’s office.

Key Provisions or Decisions

Meeting participants reviewed and discussed the structure, timeline and proposed actions contained in the draft 2026–2028 action plan. Attendees named in the announcement included Mr. KHUN Veasna, Deputy Director General of the Trust Regulator (appointed by H.E. SOK Dara), Mr. RIN Ratha, Director of the Trust Registration Department, H.E. SOU Sophea, Director of the FinTech Center (FSA), and a representative of the General Secretariat of the Digital Economy and Business Committee.

Implications for Investors, Businesses, or Compliance

The draft action plan is intended to provide a coordinated three-year implementation framework for fintech initiatives and to clarify responsibilities among line-regulators overseeing the non-bank financial sector. Stakeholders in the trust and non-bank financial sectors can use the final plan as a reference for regulatory coordination and planned policy timelines once the document is finalized by the participating authorities.
