Background
The Trust Regulator performed an institutional coordination role on 2 July 2026 by convening senior officials to plan the conversion of business-related regulatory services into online platforms. The Trust Regulator is the authority that governs, supervises, and develops the trust sector in Cambodia.
The meeting focused on aligning the development work with the Implementation Plan for the Strategy for the Development of E-Services for Business 2025–2028. The Implementation Plan for the Strategy for the Development of E-Services for Business 2025–2028 is coordinated by an inter-ministerial working group under the General Secretariat of the Digital Economy and Business Committee.

The measures discussed apply to business-related services delivered by regulators that operate under the Non-Bank Financial Services Authority, including the Trust Regulator and its Trust Registration Department. The scope covers the shift of those services into an E-Services for Business (ESB) framework as set out in the national implementation plan.
