Background
The National Assembly Standing Committee accepted the receipt of four draft laws submitted by the Royal Government for parliamentary review on 2 July 2026. The four draft laws include a proposed approval of Cambodia’s accession to the Convention on International Interests in Mobile Equipment and its Aircraft Protocol, an ASEAN Framework Agreement on Mutual Recognition Arrangements, an ASEAN Sectoral Mutual Recognition Arrangement for Building and Construction Materials, and an ASEAN Mutual Recognition Arrangement on Type Approval for Automotive Products.
Mutual Recognition Arrangements within ASEAN provide mechanisms for cross-border recognition of technical assessments, conformity testing, or type approvals for covered product sectors. The Standing Committee assigned the Commission on Foreign Affairs, International Cooperation, and Information to examine the draft laws together with the Commission on Public Works, Transport, Civil Aviation, Posts, Telecommunications, Industry, Science, Technology, Innovation, Mines, Energy, Commerce, Land Management, Urban Planning, and Construction, and to submit a report and recommendations in accordance with National Assembly procedures.
Scope of Application
The scope of the proposed domestic measures under parliamentary review is limited to (1) approval of Cambodia’s accession to the Convention on International Interests in Mobile Equipment and the Aircraft Protocol; (2) ratification or domestic approval steps for the ASEAN Framework Agreement on Mutual Recognition Arrangements; (3) the ASEAN Sectoral MRA focused on building and construction materials; and (4) the ASEAN MRA on type approval procedures for automotive products. Each draft law targets regulatory alignment between Cambodia’s domestic legal framework and the specified international or ASEAN instruments.
Key Provisions or Decisions
The Standing Committee formally approved receipt of the four government-proposed draft laws and directed two parliamentary commissions to carry out technical review and inter-commission coordination. The commissions are required to examine legal compatibility, sectoral technical requirements, and any procedural steps needed before the National Assembly proceeds with legislative consideration.
Implications for Investors, Businesses, or Compliance
Parliamentary review and subsequent approval of these instruments are the domestic legal steps that precede Cambodia’s implementation of international agreements affecting product approvals and cross-border trade. Sector stakeholders in construction, automotive, and aviation-related financing will need to monitor commission reports and the National Assembly timetable to anticipate changes in conformity assessment, type-approval procedures, and recognition of foreign technical certificates.
