Cambodia Securities Regulation: SERC Advances IOSCO Membership Roadmap

Background

The Securities and Exchange Regulator of Cambodia (SERC) is the statutory authority responsible for regulating Cambodia’s capital markets and supervising securities market participants. SERC has pursued international technical assistance to strengthen supervisory capacity and align domestic rules with global securities standards.

Ordinary membership in the International Organization of Securities Commissions (IOSCO) requires a securities regulator to meet IOSCO’s membership criteria and demonstrate alignment with international securities regulatory standards. The UK Financial Conduct Authority (UKFCA) conducted a fourth technical-assistance mission to SERC in October 2026 under a UK Foreign, Commonwealth & Development Office (FCDO) programme channelled through IOSCO.

Scope of Application

The engagement concerns SERC’s institutional capacity and the regulatory framework governing Cambodia’s capital markets, including the supervision of exchanges, brokers, issuers, and other licensed market intermediaries. Activities under the assistance programme are targeted at regulatory practice, supervisory processes, and the legal alignment necessary for IOSCO membership assessment.

Key Provisions or Decisions

A meeting at SERC on 5 October 2026 brought together H.E. Sou Socheat, Director General of SERC, and UKFCA legal advisers Victoria Chaloyard and Ouzma Haque. Participants discussed future work directions and next steps for technical assistance to support SERC’s application for ordinary membership in IOSCO, following the fourth UKFCA mission to Cambodia.

Implications for Investors, Businesses, or Compliance

Progress toward ordinary IOSCO membership typically requires regulatory alignment with IOSCO principles and the adoption of supervisory practices expected of members; such alignment can affect compliance expectations for market participants in Cambodia. Firms operating in the Cambodian capital markets should monitor SERC guidance as technical-assistance workplans translate into regulatory updates or supervisory priorities.
