Cambodia Digital Infrastructure: CamDX SME Integration and E‑Service Governance

Background

The Accounting and Auditing Regulator (ACAR) and line ministries held a fifth review session on 5 October 2026 focused on integrating Small and Medium Enterprise (SME) services into the Cambodia Data Exchange (CamDX) platform ecosystem. Line ministries and institutions participated to review progress and to set implementation directions for connecting core SME services to CamDX.

H.E. Dr. Kong Marry serves as Chair of the Inter-Ministerial Working Group for the Organization of E-Services for Business and presided over the session. Approximately 178 leaders and technical officials joined the meeting virtually, and senior ACAR officials including Director General H.E. Bou Tharin and Deputy Director General Mrs. Nean Bony were among the agency participants.

Key Developments

The meeting convened on 5 October 2026 as the fifth scheduled review of CamDX-related integration work by ministries and institutions. ACAR representatives at the session included H.E. Bou Tharin (Director General), Mrs. Nean Bony (Deputy Director General), and Mr. Nop Sambath (Director of the Department of Accounting and Auditing Profession Management). Participants joined by Zoom, reflecting the virtual coordination format for the inter-ministerial working group.

Institutional Role

The inter-ministerial working group chaired by the Ministry of Economy and Finance provides the governance mechanism for coordinating e-service organization and technical integration across agencies. ACAR’s participation signals an accounting and auditing sector engagement in the CamDX integration process for services that affect SMEs and business reporting.

Operational Implications

Line ministries and institutions are expected to map the core SME-related services they operate and align them with CamDX connectivity and data-exchange requirements as part of ongoing implementation planning. The review session aimed to identify next steps and timelines for service connection and technical coordination among participating agencies.
