Cambodia Digital Asset Regulation: SERC Oversees Draft Law on Virtual Assets with ADB and U.S. Treasury Support

Background

The Securities and Exchange Regulator of Cambodia (SERC) is coordinating the inter-ministerial effort to prepare a national legal framework for virtual assets and digital assets. The draft Law on the Management of Virtual Assets / Digital Assets is being prepared by an inter-ministerial working group in which SERC’s Director General serves as Permanent Vice-Chair.

A progress monitoring meeting on 31 August 2026 reviewed drafting milestones and technical input from international partners. The drafting process has received technical assistance from the Asian Development Bank (ADB) and support from the U.S. Department of the Treasury, and participants included ADB financial-sector specialists and advisors from the U.S. Treasury as well as representatives of the Cambodia Financial Intelligence Unit.

Scope of Application

The draft law is framed to govern the management of virtual assets and related digital-asset instruments within Cambodia’s financial and capital markets. Specific definitions, covered activities, and the classes of entities subject to the law are to be specified in the finalized legislative text prepared by the inter-ministerial working group.

Key Provisions or Decisions

During the 31 August meeting SERC leadership provided directive recommendations to the ADB experts and discussed the form and timing of U.S. Treasury support to ensure the drafting schedule is met. The working group affirmed continued technical cooperation with ADB and advisory engagement with U.S. Treasury specialists to complete the draft according to the established plan.

Implications for Investors, Businesses, or Compliance

Once finalized and enacted, the law will establish a statutory framework that determines legal status, oversight arrangements, and compliance obligations for participants in Cambodia’s virtual-asset space. Market participants, compliance officers, and legal advisers should track the drafting timeline and the working group’s outputs to identify forthcoming obligations and licensing or registration requirements spelled out in the final text.
